Bylaws of the health communication division

International Communication Association

Article 1. Objectives

 

The Health Communication Division was organized for the purpose of accomplishing the following objectives:

 

  1. To stimulate systematic inquiry into health-related behaviors, attitudes and values from a communication perspective.
  2. To disseminate and to encourage exchange of information about human communication research that relates to health problems.
  3. To facilitate the application of knowledge about human communication to the solution of problems that arise in health systems.
  4. To develop interdivisional and interorganizational liaison channels for the discussion of health-related policy matters.

 

Article 2. Membership

 

Section 1.  Any active member of the International Communication Association who expresses interest in, and subscribes to, the purposes of the Division is eligible for active membership in the Division.

 

Section 2. Any affiliate member of the International Communication Association who expresses interest in, and subscribes to, the purposes of the Division is eligible for affiliate membership. Affiliate members are not eligible to vote or hold office in the Division

 

Article 3. Officers, Nominations, Elections

 

Section 1. Officers of the Division include a Chairperson, Vice-Chairperson and a Secretary. No officer may succeed him or herself in office.

 

A.   Chairperson:

 

The Chairperson’s term of office is two years. The Chairperson will assume office after serving two years as the elected Vice-Chairperson.

 

B.   Vice-Chairperson:

 

The Vice-Chairperson is elected for a four year term. The second two years of the term is in the office of the Chairperson.

 

C.   Secretary:

 

The Secretary’s term of office is two years. The Vice-Chairperson and the Secretary shall be elected in alternate years.

 

Section 2.  In addition to a Chairperson, Vice-Chairperson and Secretary, the Division membership may elect whatever other officers it deems necessary.

 

Section 3.  Nominations for officers shall be solicited from the active members of the Division by a committee of the Division appointed by the Division Chairperson to prepare a slate of nominees. The names of at least two nominees who have given their consent must appear on the ballot for each vacant office.

 

Section 4.  The Division Chairperson shall attempt to ensure that varied philosophies and affiliations are represented in the Division’s committees.

 

Section 5.  The election of any Division officer shall be by vote of the active members of the Division.

 

Section 6.  The election shall be by ballots, held by mail or electronic means. Such ballots shall be processed and counted and the results reported, according to the procedures employed for the election of officers of the International Communication Association.

 

Section 7.  Unusual vacancies of less than six months duration shall be filled by appointment of an active member of the Division by the Division Chairperson (or Vice-Chairperson if the vacancy is the Chairperson) after consultation with other Division members and the remaining officer(s). If the unexpired term is for a period of more than six months, a special election will be held to fill the vacant post.

 

Section 8.  All officers shall perform those duties usually associated with the respected offices, in addition to whatever additional duties are assigned by the membership of the Division.

 

Section 9.  All officers shall assume officially their duties on the last day of the annual meeting which follows their election.

 

Article IV. Committees

 

Section 1.  The Chairperson is empowered to establish and appoint members of ad hoc committees to assist in the conduct of the affairs of the Division.

 

Section 2.  When requested by the President of the International Communication Association, the Division Chairperson is empowered to recommend members of the Division to serve on designated Association committees.

 

Section 3.  The term of office of any appointed committee member shall not exceed the term of office of the appointing officer. Committee members may be reappointed by officers other than their appointing officers.

 

Article V. Dues

 

Section 1.  The Division officers may propose to the membership annual dues. If approved by the Board of Directors of the Association, this charge shall be adopted upon the affirmative vote of two-thirds of the active members attending the annual Divisional Business Meeting. Non-payment of such Divisional dues shall be a basis for termination of membership in the Division but shall not affect the individual’s status as a member of the Association.

 

Section 2.  In the event that the Division is dissolved, the elected officers shall transfer the net assets of the Division to the Board of Directors of the Association to be used for the work of the Association.

 

Article VI. Meetings and Reports

 

Section 1.  An Annual Business Meeting of the Division shall be held at the time and place of the annual Conference of the Association. Business of the Division shall be conducted by a majority vote of those active members present except as otherwise provided in Article III for the election of officers and in Article V for the adoption of dues.

 

Section 2.  Activity reports of officers and committees of the Division shall be received at the Annual Business Meeting and recommendations shall be presented for vote.

 

Section 3.  The Secretary shall prepare a written report of the Annual Business Meeting for transmission to the Board of Directors of the Association and shall make copies available to members of the Division.

 

Section 4.  The Division may plan and hold professional meetings at the time of the Annual Business Meeting of the Association under the general coordination of the President-Elect of the Association.

 

Section 5.  The Division may organize and hold local or regional meetings on its own initiative with the approval of the Board of Directors of the Association.

 

Article VII. Amendments

 

Amendments or revisions to these Bylaws shall be by procedures which parallel those described in Article X of the current Bylaws of the International Communication Association.

 

Article VIII. Parliamentary Authority

 

In the absence of any provisions to the contrary in these Bylaws, all business meetings of the Division shall be governed by the parliamentary rules and usages contained in the current edition of Roberts Rules of Order, Revised.
