Bylaws of the Instructional and Developmental Communication Division
Article I: Objectives
The objectives of the Instructional and Developmental Communication Division of the International Communication Association are to:
1. Stimulate the study of communication processes in the instructional context and to develop and design systems, technology, strategies, and measurements of behavioral outcomes.
2. Promote the dissemination of instructional communication research findings.
3. Apply research to contemporary learning environments..
Article II: Membership
Section 1. Any active member of the International Communication Association who expresses interest in, and subscribes to, the purposes of the division is eligible for active membership.
Section 2. Any affiliate member of the International Communication Association who expresses interest in, and subscribes to, the purposes of the division is eligible for affiliate membership. Affiliate members are not eligible to vote or hold office in the division.
Article III: Officers
Section 1. Officers of the division include a chair, a vice-chair, and secretary, each elected by the regular members of the division for a term of two years. No officer may succeed herself or himself in office.
The Chair will assume office after serving two years as the elected vice-chair.
The vice-chair is elected for a two-year term. They are promoted at the end of the term to the office of the Chair.
The secretary’s term of office is two years.
Section 2. In addition, the division may elect whatever other officers its membership deems necessary and desirable.
Section 3: Nominations for offices shall be solicited from the active members of the division in attendance at the annual business meeting of the division held at the annual conference of the association, acting as a nominating committee of the whole. If at least two names are not provided at the business meeting, the chair shall solicit names from division members electronically. When possible, the names of at least two nominees who have given their consent must appear on the ballot for each vacant office.
Section 4: The division chair shall attempt to ensure that the varied instructional philosophies, affiliations, and disciplines are represented in the division committees.
Section 5: The election of any officer of the division shall be a majority vote of active members of the division
Section 6. Elections of division officers shall be by electronic vote as hosted by the International Communication Association headquarters. The results will be reported by the International Communication Association. The vice-chair and the secretary shall be elected in alternate years.
Section 7. Unusual vacancies of less than 6 months duration shall be filled by appointment of an active member of the division by the division chair (or vice-chair if the vacancy is the chair) after consultation with the remaining officer(s). If the unexpired term is for a period of time of more than six months, a special election will be held to fill the vacant post, with nominees solicited electronically by the division officers.
Section 8. All officers of the division shall perform those duties usually associated with the respective offices, in addition to whatever additional duties are assigned by the division membership.
Section 9. All officers of the division shall assume, officially, their duties on the last day of the annual meeting that follows their election.
Section 10. Any incumbent officers of the division may be removed from office by the following procedure: at least one-third of the regular members of the division must sign a petition, paper or electronic, to the executive director of the association including nominations for the office in question. The executive director then arranges an extraordinary election with the challenged officers included in the ballot. The result of the election becomes effective immediately.
Article IV: Committees
Section 1. The division chair is empowered to establish and appoint members of ad hoc committees to assist in the conduct of the affairs of the division.
Section 2. When requested by the president of the International Communication Association, the division chair is empowered to recommend members of the division to serve on designated association committees.
Section 3. The term of appointed committee members shall not exceed the appointing officer’s term.Committee members may be re-appointed by officers other than their appointing officers.
Article V: Dues
Section 1. The division officers may propose to the members a change of annual dues. If approved by the board of directors of the association, this charge shall be adopted upon the affirmative vote of two-thirds of the active members attending the annual business meeting. Non-payment of such divisional dues shall be a basis for termination of membership in the division but shall not affect the individual’s status as a member of the association.
Section 2. In the event the division is dissolved, the officers shall transfer the net assets of the division to the board of directors of the association to be used for the work of the association.
Article VI: Meetings and Reports
Section 1. An annual business meeting of the division shall be held at the time and place of the annual conference of the association. Business of the division shall be conducted by a majority vote of those active members present except as otherwise provided in Article III for the election of officers.
Section 2. Activity reports of division officers and committees shall be received at the annual business meeting of the division, and recommendations shall be presented for vote.
Section 3. The division secretary shall prepare a written report of the annual business meeting for transmission to the board of directors of the association and shall make copies available to members of the division.
Section 4. The division may plan and hold professional meetings at the time of the annual conference of the association under the general coordination of the president-elect of the association.
Section 5. The division may organize and hold local or regional conferences on its own initiative with the approval of the board of directors of the association.
Article VII: Amendments
Amendments or revisions to these bylaws shall be by procedures that parallel those described in the current bylaws of the International Communication Association.
Article VIII: Parliamentary Authority
In the absence of any provision to the contrary, in these Bylaws, all business meetings of the division shall be governed by the parliamentary rules and usages contained in the current edition of Roberts Rules of Order, Newly Revised
